RKA completed the TIA, signal warrant analysis, and Traffic Management Plan (TMP) for the Pine Springs Preparatory Academy middle and high school expansion located south of Rosewood Centre Drive performed for the Town of Holly Springs. Capacity analysis was completed for five (5) intersections using Synchro and SimTraffic software. Additionally, RKA performed an on-site queuing analysis utilizing Synchro and SimTraffic to replicate carpool (un)loading and traffic flow patterns to ensure the site would provide a sufficient amount of on-site stacking to prevent queuing on adjacent roadways following NCDOT MSTA guidelines.
A TMP was provided for this site to illustrate and describe how traffic operations should function during student pick-up and drop-off within the multi-school campus to improve efficiency and safety during peak pick-up and drop-off periods. Additionally, a signal warrant analysis was performed utilizing 13-hour counts at the intersection of NC 55 and Rosewood Centre Drive / Osterville Drive due to neighborhood concerns. The analysis was performed to determine what, if any, traffic signal warrants are expected to be met utilizing methodology contained within the Federal Highway Administration’s (FHWA) Manual on Uniform Traffic Control Devices (MUTCD). 8-hour warrants (Warrant 1A and 1B), 4-hour warrants (Warrant 2), and peak hour warrants (Warrant 3) were all considered as part of this analysis.
