The Rock Hill-Fort Mill Area Transportation Study (RFATS) Metropolitan Planning Organization (MPO) selected RKA to provide transportation planning and traffic engineering services for the first Collector Street Plan in South Carolina. RKA developed an understanding and inventory of the existing collector street network, identified growth patterns and projected development, and was required to engage the public and local stakeholders.
To accomplish the goals, RKA worked with RFATS and the six stakeholder municipalities / counties to develop a consensus for the overall direction and goals of the collector street plan. In conjunction with RFATS, RKA held public workshops for each of the stakeholders to receive input that will be incorporated into the overall plan. In addition to working collectively with RFATS and the constituent communities, RKA also worked with a steering committee to develop options to enhance and improve the overall connectivity, access, and balance of the collector street system and future development. RKA presented the final Collector Street Plan to local and regional approval committees and Boards.
