Dr. Jeremy R. Chapman, PE, PTOE, RSP, JD, is our lead safety engineer and has over 23 years of combined experience as an engineering designer, manager, researcher, educator, field engineer, and expert witness. Dr. Chapman is a Fellow of the Institute of Transportation Engineers (ITE) and the outgoing chair of the ITE Standing Committee on Ethics, served for over a decade as a committee member on the Transportation Research Board’s Transportation Law Committee, and is a licensed professional engineer in 8 states, and certified as a Professional Traffic Operations Engineer and a Road Safety Professional. Dr. Chapman was a tenure-track faculty member at Rose-Hulman Institute of Technology prior to returning to consulting engineering. His wide and varied experiences has afforded a deep knowledge of the practice of traffic engineering, and enables him to provide sound analysis and testimony regarding intersection and roadway safety, the proper use and placement of signs and pavement markings (including MUTCD compliance), traffic signal operations and signal corridor progression, work zone safety, school safety and Safe Routes to School, traffic control and access management, compliance with local ordinances and state laws, regulations, & standards, parking design and other private road issues.
